Prop 5: Changes recall election process for statewide officers (remove the 'who replaces them' question)
Prop 5 would end the two-question recall: voters would only decide whether to remove a state official, and the seat would then be filled by succession, appointment or special election.
A Yes vote means
Recall elections would no longer ask who should replace the recalled officer; voters decide only whether to remove.
A No vote means
Recall ballots keep the two questions, and the candidate with the most replacement votes (plurality) wins if the officer is removed.
